Notice
Summary
PHMSA is giving a 3-year pass on the Build America, Buy America rules for some gas system parts like service risers, regulators, and meters because they’re hard to find in the U.S. This helps folks getting money from the Natural Gas Safety and Modernization program buy what they need without delays. The waiver starts as soon as it’s official and covers new and ongoing purchases.

3‑Year BABA Waiver for Gas Parts
If you receive funding from the Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program, PHMSA is waiving the Build America, Buy America domestic‑preference rules for certain gas distribution products — including gas service risers, gas service regulators, and gas meters. The waiver begins on the waiver's effective date, applies to awards obligated on or after that date and to expenditures for covered products incurred after that date for earlier awards, and it expires three years after the effective date.
