US Launches Probe into Cheap Chinese Slag Pots Dumping

Published Date: 1/28/2025

Notice

Summary

The U.S. Department of Commerce is starting an investigation into whether slag pots imported from China are being sold unfairly cheap, which could hurt American makers like WHEMCO-Steel Casting. If they find dumping, extra taxes might be added to these imports to protect U.S. businesses. This process kicked off in January 2025 and could impact prices and trade soon.

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Antidumping Probe Could Lead to Duties

The Department of Commerce opened a less‑than‑fair‑value (antidumping) investigation of slag pots from China, applicable January 21, 2025. If Commerce and the U.S. International Trade Commission find dumping and injury, antidumping duties (extra taxes) could be imposed on those imports; Commerce will make a preliminary determination no later than 140 days after this initiation.

Domestic Slag Pot Makers Seek Relief

A U.S. producer, WHEMCO‑Steel Casting, filed the petition (filed December 31, 2024) and Commerce found that domestic industry support exists. The investigation aims to determine whether imports sold at less than fair value are materially injuring the U.S. slag pot industry, which could lead to duties to protect U.S. producers.

Large Dumping Estimate Reported

The petitioner provided comparisons that produce an estimated dumping margin of 294.43 percent for slag pots from China in the initiation. Commerce is treating China as a non‑market economy for this investigation and will use Malaysia (and Mexico for labor) as surrogate countries to value Chinese factors of production.

Which Slag Pots Are Covered

The investigation covers slag pots with a nominal capacity of 65 to 1,200 cubic feet, whether finished or unfinished and including certain attachments; subject merchandise is associated with HTSUS subheading 7309.00.0090. If you import slag pots that meet this description, those shipments fall within the scope of this investigation.
