Must Follow President's Foreign Policy

If you are a Department of State Foreign Service or Civil Service employee or other staff, you must implement U.S. foreign policy under the direction and authority of the President. The order says failing to faithfully implement the President's policy is grounds for professional discipline, including separation.

Secretary's Broad Personnel Authority

The Secretary of State has sole and exclusive discretion to decide and carry out personnel actions for officials the Secretary appoints and to preliminarily decide whether to refer matters about Presidential appointees to the President. The Secretary's preliminary determinations and exercise of these duties are described as the Secretary's sole and exclusive discretion.

Reforms to Recruiting, Training, and Manuals

The Secretary must, consistent with applicable law, reform Foreign Service recruiting, performance, evaluation, and retention standards and revise or replace the Foreign Affairs Manual and related handbooks and guidance. The order also requires changes to programs at the Foreign Service Institute to ensure a workforce committed to implementing the President's foreign policy.
