Vessel anchoring and movement rules remain

On February 20, 2025 the President continued the national emergency with respect to Cuba, so the emergency authority that controls where U.S.-registered vessels may anchor and move near Cuba (originally set out in Proclamation 6867 and later amendments) stays in force. If you operate or own a U.S.-registered vessel, the existing restrictions on anchorage and movement near Cuba continue to apply.

Ban on monetary/material support to Cuban government continues

The proclamation expansions that deny monetary and material support to the Cuban government (including the expansion in Proclamation 7757) remain in effect as of February 20, 2025. Businesses and others are still prohibited from providing monetary or material support to the Cuban government under those emergency authorities.
