Four Agencies Ordered to Shrink or Close

The order directs that the non-statutory components and functions of the Presidio Trust, the Inter‑American Foundation, the United States African Development Foundation, and the United States Institute of Peace be eliminated to the maximum extent consistent with law, and that their statutory functions and associated personnel be reduced to the minimum required by law. The order requires these entities to confirm compliance with this direction to the OMB Director.

OMB May Deny Funding Requests for Listed Entities

The Office of Management and Budget (OMB) is directed to reject budget or grant funding requests for the governmental entities named in the order to the extent those requests are inconsistent with the order, except where funding is necessary to effectuate an expected termination. This directs reviewers to deny funding when inconsistent with the order.

Presidential Management Fellows Program Termination

The Office of Personnel Management is directed to initiate withdrawal of the regulations at 5 CFR part 362, subpart D, and to take steps to promptly terminate the Presidential Management Fellows (PMF) Program. On the effective date of the final regulations, related Executive Order language is revoked or amended.

Federal Executive Boards Regulations Revoked

The Presidential Memorandum of November 13, 1961 is revoked and the Director of the Office of Personnel Management is directed to start withdrawing the regulations at 5 CFR part 960, which eliminates the Federal Executive Boards. This begins the regulatory process to remove those boards.

Health Advisory Committees to Be Terminated

Within 14 days of the order, the Secretary of Health and Human Services must terminate the Secretary's Advisory Committee on Long COVID and the Administrator of the Centers for Medicare and Medicaid Services must terminate the Health Equity Advisory Committee. Those two CMS/HHS advisory panels are ordered to be ended quickly.

Several Financial and Foreign‑Aid Councils Ended

Within 14 days of the order, the Administrator of USAID must terminate the Advisory Committee on Voluntary Foreign Aid, the CFPB Director must terminate the Academic Research Council and the Credit Union Advisory Council, and the FDIC Board must terminate the Community Bank Advisory Council. These named advisory councils are to be ended quickly.
