Within 270 days of February 25, 2025, the Secretary of Commerce must report findings and may recommend actions, including potential tariffs, export controls, or quotas on copper imports, or incentives to increase domestic production. The report deadline is 270 days from the date of the order.
Policy Push for Domestic Production and Recycling
The Secretary of Commerce must include policy recommendations to strengthen the U.S. copper supply chain, such as strategic investments, permitting reforms, and enhanced recycling initiatives to increase domestic mining, smelting, refining, and recycling capacity. These recommendations are to be included in the report to the President.
Section 232 Investigation of Copper Imports
The Secretary of Commerce will open an investigation under section 232 to determine whether imports of copper in all forms (including raw mined copper, concentrates, refined copper, copper alloys, scrap copper, and derivative products) threaten U.S. national security. The investigation must assess listed factors such as demand in defense and energy sectors and the role of foreign supply chains.
