30-Day Review to Cut Contract and Grant Spending
Each agency must review all covered contracts and grants and, where appropriate and consistent with law, terminate or modify them to reduce overall Federal spending; the review must be completed within 30 days of February 26, 2025 and must prioritize funds disbursed to educational institutions and foreign entities for waste, fraud, and abuse.
Fast Real Property Inventory and Disposition
Agencies must update the Federal Real Property Profile within 7 days of February 26, 2025, identify lease termination rights within 30 days, and the Administrator of General Services must submit a plan for disposing of unneeded Government-owned real property to OMB within 60 days of February 26, 2025.
Public Posting of Payment Justifications
Agencies must create systems to record every payment under covered contracts and grants and, to the maximum extent permitted by law, post the brief, written justification for those payments publicly. This posting requirement takes effect as soon as each agency’s system is established under the order dated February 26, 2025.
