This extension explicitly lets Grainbelt access the Plains Cotton Cooperative Association (PCCA) facility near milepost 688.6 at Altus, Oklahoma and run trains to move BNSF customers' railcars; the notice states no extra costs were announced.

Protections for affected employees

Any employees affected by the acquisition of these trackage rights will be protected under the conditions set in Norfolk & Western Railway--Trackage Rights--Burlington Northern, Inc., 354 I.C.C. 605 (1978), as modified in Mendocino Coast Railway--Lease & Operate--California Western Railroad, 360 I.C.C. 653 (1980). That employee-protection requirement is a condition of the exemption that takes effect on or after May 1, 2025.
