New Online Licensing Platform (CLCSS)

NOAA will add a new online system called the Commerce Licensing and Compliance System for Space (CLCSS) to handle license applications, notices, modification requests, and annual certifications for private remote‑sensing space systems. The system is intended to streamline, clarify, and expedite paperwork and will incorporate existing application questions into a single fillable online form.

Reporting Time Burden and Respondents

The information collection covers about 100 respondents and reports a Total Annual Burden of 1,194 hours. Optional Initial Contact Form Saves 40–50 Hours

NOAA will renew an optional Initial Contact Form (ICF) that can be submitted before a full application. If NOAA determines after reviewing the ICF that a full application is not required, the potential applicant will save 40–50 hours of paperwork by not submitting the application.

Standard License Modification Form Introduced

CRSRA will add a License Modification Form with a standard set of questions for firms that want to change licensed operations or request different license conditions. Licensees will identify relevant provisions, requested changes, and an effective date to help expedite processing.

Notification Forms Redesigned; Insolvency Notices by Email

The existing Licensee Notification Form (LNF) will be split into separate notifications for launch/deployment, disposal of on‑orbit components, and anomaly detection; financial insolvency or dissolution notices will be accepted by email or a generic CLCSS contact instead of a form. NOAA says this will ensure only required information is submitted and reduce unnecessary paperwork.

Annual Compliance Certification Turned Into Form

NOAA will convert the annual compliance certification into a standardized form within CLCSS; NOAA states there will be no substantive change in what information licensees must provide. The listed average time for the Annual Compliance Certification is 3 hours.
