New pipeline loops and compressor stations
The project adds 10.2 miles of 42-inch pipeline loop in Lancaster County, Pennsylvania (Quarryville Loop); 3.4 miles of 26-inch loop in Middlesex County, New Jersey (Madison Loop); and 23.5 miles of 26-inch loop onshore and offshore in Middlesex and Monmouth Counties, New Jersey and Queens and Richmond Counties, New York (Raritan Bay Loop). It also modifies Compressor Station 200 in Chester County, Pennsylvania and would build a new Compressor Station 206 in Somerset County, New Jersey, increasing gas pipeline capacity in those areas.
Emissions will be offset with purchased credits
FERC’s Draft GCD Reevaluation finds emissions above General Conformity applicability thresholds from construction are expected to occur in New York and New Jersey within the New Jersey-New York-Connecticut Interstate Air Quality Control Region. The draft concludes the Project would achieve conformity with the New York and New Jersey State Implementation Plans by purchasing emission reduction credits for nitrogen oxides (NOx) and volatile organic compounds (VOCs) to offset Project emissions.

The Draft General Conformity Determination Reevaluation is available electronically on FERC's eLibrary and the Commission is accepting comments for a 30-day period. Any person may comment; comments must be received in Washington, DC by 5:00 p.m. Eastern Time on July 24, 2025, using eComment, eFiling, or mail, and the Commission’s Office of Public Participation can help landowners, community organizations, Tribal members, and others access information and file comments.
