Florida Anglers Get Special Pass to Snapper Fishing Freedom

Published Date: 7/7/2025

Notice

Summary

The Florida Fish and Wildlife Conservation Commission wants special permission to let anglers catch red snapper outside the usual federal fishing seasons in the South Atlantic. If approved, this would relax some fishing limits and rules to test new ways to fish smarter, reduce waste, and make fishing more fun. These changes could start soon and aim to help both fish and fishermen without extra costs.

Analyzed Economic Effects

5 provisions identified: 5 benefits, 0 costs, 0 mixed.

Limited Harvest Outside Federal Season

If the exempted fishing permits are granted, recreational anglers could be allowed to harvest red snapper in South Atlantic Federal waters outside the usual Federal recreational season. This would create an extra opportunity to fish under the EFP authorizations while the permits are in effect.

Bag and ACL Exemptions for EFP Catch

The EFPs would exempt recreational harvest under the permits from red snapper bag and possession limits and from recreational annual catch limits (ACLs). That means fish caught under these EFPs would not count toward those usual catch limits while the permits are in effect.

Charter and Headboat Reporting Exemptions

The EFPs would exempt the authorized recreational harvest from general reporting requirements that apply to charter vessels and headboats. If granted, charter operators and headboat businesses participating under the EFP would not have to follow those general reporting rules for the EFP harvest.

Exemption from Accountability Measures

The EFPs would exempt the authorized recreational harvest from accountability measures (AMs). That means harvest under the permits would not trigger or be subject to the usual AMs while covered by the EFPs.

Testing Strategies to Reduce Discards

FWC says the projects are intended to test alternative recreational management strategies to reduce discards of red snapper and other snapper-grouper species, create more sustainable recreational harvest opportunities, and improve angler satisfaction. The results could inform the South Atlantic Fishery Management Council's future management choices.
