Published Date: 7/24/2025

Notice

Summary

Starting July 16, 2025, NYSE Arca is temporarily lowering the Options Regulatory Fee from $0.0038 to $0.0023 per contract. This change helps traders save a bit on fees while the Exchange continues funding its important oversight work. If you trade options on NYSE Arca, this fee drop means more money stays in your pocket—for now!

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Temporary Options Fee Cut

The exchange is temporarily lowering the Options Regulatory Fee (ORF) from $0.0038 to $0.0023 per contract, effective July 1, 2025. The lower rate is scheduled to apply through December 31, 2025, and the ORF would revert to $0.0038 per contract on January 1, 2026 unless further changed.

Who Actually Pays the ORF

The ORF is assessed on OTP Holders for options cleared through the OCC in the Customer range regardless of the exchange where the trade occurred. Clearing firms collect the ORF from the OCC and can choose to pass all, some, or none of the fee on to their customers, so traders may or may not see the full fee change reflected in their costs.

Possible Future ORF Method Reform

The Exchange is evaluating ORF reform that could change billing to assess ORF only on transactions occurring on the Exchange (instead of customer-cleared transactions across exchanges). The Exchange says it will pursue a new model only after a consistent framework is established with the SEC and adopted by all options exchanges.
