Individual Denied Export Privileges Ten Years
Vladimir Kuznetsov was denied all U.S. export privileges for 10 years, from the date of this Order through April 30, 2034, based on his April 30, 2024 conviction under the Arms Export Control Act. During that time he may not apply for, obtain, or use any export license, license exception, or export control document for items subject to the Export Administration Regulations.
Revocation of Any BIS Licenses of Record
BIS has decided to revoke any Bureau of Industry and Security (BIS) licenses or other authorizations in which Kuznetsov had an interest at the time of his conviction. Revocations are tied to his April 30, 2024 conviction and the denial order effective immediately.
Third Parties Barred From Dealing With Denied Person
The Order prohibits any person or entity from exporting, reexporting, transferring, facilitating acquisition by, acquiring from, obtaining from with knowledge, or servicing items subject to the Regulations for or on behalf of the Denied Person (Kuznetsov) while the Order is in effect through April 30, 2034. 'Servicing' includes installation, maintenance, repair, modification, or testing.
Related Entities May Be Subject To Order
Any person, firm, corporation, or business organization related to Kuznetsov by ownership, control, position, affiliation, or other connection in trade or business may also be made subject to this Order to prevent evasion of the denial. That authority is exercised pursuant to Sections 766.23 and 766.25 of the Regulations and 50 U.S.C. 4819(e).
