Individual banned from exporting for 10 years

Chrissie Fier Williams was denied all U.S. export privileges for a 10-year period tied to her June 21, 2024 conviction. The Order denies Williams the ability to apply for, obtain, or use any export license or authorization through June 21, 2034.

Revocation of any BIS-issued licenses with interest

BIS revoked any export licenses or authorizations in which Williams had an interest at the time of her conviction on June 21, 2024. Those revoked licenses cannot be used going forward as part of this enforcement action.

Third parties barred from exporting to denied person

From the date of the Order until June 21, 2034, no person may export, reexport, transfer, or otherwise provide items subject to the Export Administration Regulations to or on behalf of Williams. The Order also bars actions that facilitate Williams's acquisition, or that acquire items from Williams, or that service items owned or controlled by Williams.

Order can extend to related persons to prevent evasion

BIS may make any person, firm, corporation, or business organization related to Williams by ownership, control, position, affiliation, or other connection subject to the Order to prevent evasion. This extension is intended to stop the use of related entities to bypass the denial.
