FCC Simplifies Disaster Comm Outage Reporting Rules
Published Date: 9/2/2025
Proposed Rule
Summary
The FCC is making it easier for companies to report communication outages during disasters by simplifying forms and cutting unnecessary steps. This helps responders get the info they need faster without making providers jump through hoops. Changes start soon and aim to save time and effort, especially for smaller providers.
Analyzed Economic Effects
5 provisions identified: 5 benefits, 0 costs, 0 mixed.
Single dynamic DIRS form and one‑click reports
The FCC proposes replacing multiple DIRS worksheets with a single, dynamic form and adding a one‑click option to report “no change” from the prior day. You would spend less time filling out daily outage reports, especially smaller communications providers.
Stop reporting requirement for non‑facilities‑based providers
The FCC proposes eliminating DIRS reporting obligations for non‑facilities‑based providers. Non‑facilities‑based providers would no longer be required to submit DIRS outage reports under this change.
Suspend NORS when DIRS Lite is timely filed
The FCC proposes suspending Network Outage Reporting System (NORS) requirements for providers that timely report in DIRS Lite. Providers who file DIRS Lite on time would not need to submit separate NORS reports for the same outages.
Easier outage info sharing with state agencies
The FCC proposes removing barriers to outage information sharing for state agencies so responders can get outage information more quickly during disasters. This aims to speed disaster response and help state officials coordinate communications recovery.
Remove 24‑hour final DIRS report requirement
The FCC proposes removing the requirement that mandatory DIRS filers submit a final report within 24 hours of DIRS deactivation. This would reduce an immediate post‑event reporting obligation for entities that currently must file that final report.
