Easement Offers and Eminent Domain Risk
If you are a landowner who gets this notice, the pipeline company may contact you to negotiate an easement. You do not have to agree, but if FERC approves the project the Natural Gas Act gives the company the right to use eminent domain and, if needed, to ask a court to condemn property; compensation would be decided by a judge under state law.
Environmental and Historic-Property Review
FERC will evaluate effects on geology, soils, water, wetlands, vegetation, wildlife, threatened and endangered species, cultural resources, land use, air quality, noise, and safety, and will either prepare an Environmental Assessment or an Environmental Impact Statement. The notice also starts consultation under Section 106 of the National Historic Preservation Act and solicits views from State Historic Preservation Offices, tribes, and other agencies.

Comments must be received by 5:00 p.m. Eastern Time on October 20, 2025, and can be submitted via FERC's eComment, eFiling, or by mail to the addresses listed in the notice.
Temporary Workspace, Disturbance, and Restoration
Texas Eastern would use the fenced compressor station yard as temporary workspace totaling about 1.85 acres, with less than 1 acre of ground disturbance in previously disturbed areas for disconnect activities. After abandonment work, disturbed areas would be restored to approximate preconstruction grade and condition.
