Notice and Chance to Respond Before Benefit Cuts

If a State Public Assistance Agency intends to reduce, suspend, terminate, or deny your benefits because of information provided by Treasury Fiscal Service via Do Not Pay, you will receive notice and an opportunity to respond. The designation notice explicitly states that a notice-and-response process applies in those situations.

VA Benefits Data Added to Do Not Pay

On June 24, 2025 OMB proposed and, effective immediately (published September 26, 2025), designated the Veterans Affairs Benefits Enterprise Platform (BEP) database for use in the Treasury Do Not Pay Working System with PARIS. This change lets State Public Assistance Agencies use VA BEP data in PARIS to help detect improper payments and protect taxpayer money; BEP will only be available for use with PARIS and by State Public Assistance Agencies.

Privacy and Data-Use Safeguards Apply

OMB reviewed privacy risks and the notice describes privacy measures that apply to Do Not Pay use of BEP, including a Fiscal Service privacy risk assessment, data minimization, rules of behavior, dedicated privacy program resources, internal controls, data-usage governance, security risk mitigation, identity management safeguards, and statutory limits such as the Privacy Act, a matching agreement, and a memorandum of understanding.
