Renewed Ban on Mahan Airways Exports

On October 31, 2025, the Bureau of Industry and Security renewed a temporary denial order that continues to bar Mahan Airways and a list of named companies and individuals from exporting or reexporting items subject to the Export Administration Regulations. The renewal follows a written renewal request filed September 22, 2025, and continues the denial of export privileges as to the named respondents.

Related Persons Can Be Added

The order and regulations allow BIS to add any person, firm, corporation, or business organization related to a denied person by affiliation, ownership, control, or position of responsibility as a "related person" to a temporary denial order to prevent evasion. Being added as a related person is a mechanism used to extend the order's reach to affiliated actors.

Renewal Periods Can Be Extended

Under 15 CFR 766.24(d), BIS may seek renewal of a temporary denial order in additional 180-day renewal periods and, in cases showing a pattern of repeated, ongoing, or continuous apparent violations, may request renewal for an additional period not exceeding one year. Renewal requests must be filed no later than 20 days before the order's scheduled expiration.
