Mandatory Spill Reporting Burden on Facilities

If your facility or vessel has a release of a hazardous substance at or above its reportable quantity (RQ) or an oil spill that meets Clean Water Act criteria, you must immediately notify the National Response Center under CERCLA section 103(a). The EPA estimates 21,789 respondents, 22,225 hours of respondent burden per year, and total respondent costs of $1,486,297 per year; responses occur as releases happen.

Public Access to Release Information

Information about reported hazardous substance releases and oil spills is stored in EPA systems (WebEOC) and is available to state and local authorities and to the public (including via the Freedom of Information Act). State and local governments and the public can use this information for emergency response planning and to learn about releases and cleanup actions in different localities.
