Banister Hydro proposes to keep Banister Lake at a normal surface elevation of 351.3 feet (NGVD29) and provide a year‑round continuous minimum flow of 5 cubic feet per second (cfs) downstream; when inflow is less than 135 cfs, all flows are released over the spillway except during short operational emergencies or by mutual agreement with Virginia agencies.
NEPA Review Will Evaluate Local Resources
FERC will prepare an environmental document (an Environmental Assessment or Environmental Impact Statement) that will evaluate effects of relicensing on geology and soils, aquatic and terrestrial resources, threatened and endangered species, recreation, land use, aesthetics, cultural resources, and developmental resources; the public may submit scoping comments by December 1, 2025 to help shape that analysis.
