Notice

Summary

Pacific Gas and Electric Company wants to upgrade its Helms Pumped Storage Project in Fresno County by replacing and fixing pump and generator units. This could affect local energy production and might involve some costs, but it aims to keep power flowing smoothly. People and agencies have until December 22, 2025, to share their thoughts or get involved.

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Helms Project Increases Power Capacity

The Helms Pumped Storage Project amendment would raise hydraulic capacity while pumping from 7,530 to 8,640 cubic feet per second (cfs) and while generating from 10,500 to 12,050 cfs. Electrical consumption while pumping would increase from 1,035 to 1,170 megawatts (MW) and production while generating would rise from 1,212 to 1,392 MW; these equipment changes are part of the license amendment filed May 30, 2025.

Construction May Interrupt Local Recreation Access

Construction to replace and refurbish units would occupy about 8.2 acres and may require temporary interruptions of access to recreation sites along Powerhouse Road, including the Wishon boat ramp, the Helms Picnic Area, and the Short Hair Creek fishing access. Construction is expected to begin in 2029 and take about 3 years.
