11 Deaf/Hard‑of‑Hearing Drivers Exempted

Required Reporting and Documentation Rules

Passenger Bus Operation Prohibition & Revocation Terms

Drivers granted the exemption are prohibited from operating a motorcoach or bus with passengers in interstate commerce. Each exemption is valid for two years and may be revoked if the driver fails to comply with terms, if safety decreases, or if continuation conflicts with statutory goals.

Federal Preemption During Exemption Period

While each exemption is in effect (August 30, 2025 to August 30, 2027), no State may enforce a law or regulation that conflicts with that exemption for a person operating under it.
