Analyzed Economic Effects
4 provisions identified: 2 benefits, 2 costs, 0 mixed.
11 Deaf/Hard‑of‑Hearing Drivers Exempted
FMCSA granted 11 named hard of hearing and deaf individuals an exemption from the hearing standard so they may operate commercial motor vehicles (CMVs) in interstate commerce. The exemptions are effective August 30, 2025, and expire August 30, 2027.
Required Reporting and Documentation Rules
Each exempted driver must report any crashes (per Sec. 390.5T) and any disqualifying citations or convictions to FMCSA within 7 days, submit annual certified driving records from their State Driver's Licensing Agency, carry a copy of the exemption while driving, and meet all commercial driver's license testing requirements.
Passenger Bus Operation Prohibition & Revocation Terms
Drivers granted the exemption are prohibited from operating a motorcoach or bus with passengers in interstate commerce. Each exemption is valid for two years and may be revoked if the driver fails to comply with terms, if safety decreases, or if continuation conflicts with statutory goals.
Federal Preemption During Exemption Period
While each exemption is in effect (August 30, 2025 to August 30, 2027), no State may enforce a law or regulation that conflicts with that exemption for a person operating under it.
