Declaration of Inspection stays required
If you are a person-in-charge of transferring bulk liquid cargo, you must continue to use the Declaration of Inspection (OMB Control Number 1625-0039) under the existing rules at 33 CFR 156.150 and 46 CFR 35.35-30. The Coast Guard is renewing this information collection without change, and the collection frequency remains "on occasion."
Paperwork burden rises to 83,196 hours
The Coast Guard estimates the annual paperwork burden for the Declaration of Inspection increased from 80,051 hours to 83,196 hours per year due to a larger estimated number of respondents. This change is an increase of 3,145 hours in the total estimated annual burden.
DOI helps prevent oil and hazardous spills
The Declaration of Inspection documents transfers of oil and hazardous materials to help prevent spills and damage to a facility or vessel, and persons-in-charge must review and certify compliance with the DOI procedures. The collection supports the Coast Guard's spill-prevention authority under 33 U.S.C. 1321(j).
