Federal Removal of Items from Procurement List
On December 21, 2025, the Federal Government will delete multiple products and services from the Javits-Wagner-O'Day Procurement List, meaning these items will no longer be procured under that program. (Morristown, TN); Mississippi Industries for the Blind (Jackson, MS); Winston-Salem Industries for the Blind (Winston-Salem, NC); Goodwill Industries of South Florida (Miami, FL); Human Technologies Corporation (Utica, NY); West Texas Lighthouse for the Blind (San Angelo, TX); South Texas Lighthouse for the Blind (Corpus Christi, TX); and North Central Sight Services, Inc. (Williamsport, PA).
Opens Procurement Opportunities to Small Entities
The notice states the deletions "may result in authorizing small entities to furnish the product(s) and service(s) to the Government." That means, after December 21, 2025, small businesses could be eligible to supply some items and services previously set aside for the Procurement List program.
Regulatory Flexibility Act Certification
The certifying official states the deletion action "will not have a significant impact on a substantial number of small entities" and lists three factors considered, including that the action will not add reporting or compliance requirements and may authorize small entities to furnish the products and services. This is an official finding under the Regulatory Flexibility Act.
