Pipeline Replacement in KY and OH

Clean Water Act Section 401 Certification Needed
Columbia stated the project requires a water quality certificate under Section 401 of the Clean Water Act from the Kentucky Energy and Environment Cabinet--Department of Environmental Protection. Columbia must submit the request date and either the certifying agency's decision or evidence of waiver to FERC.

Any person may file comments, protests, or a motion to intervene in this FERC proceeding at no cost. The deadline to file a motion to intervene or comments is 5:00 p.m. Eastern Time on December 15, 2025.
Environmental Review Timing and 90-Day Deadline
FERC staff will, within 90 days of this notice, either complete the environmental review and place it in the public record or issue a Notice of Schedule for Environmental Review. If an environmental assessment (EA) or final environmental impact statement (FEIS) is issued, federal authorizations must be completed within 90 days of that issuance.
