Testing and Recordkeeping Burden for Makers

If you manufacture or import walk-behind power lawn mowers, you must establish and keep written testing records showing compliance based on tests or a reasonable testing program. Records must be kept at least three years from the date of certification. CPSC estimates about 34 suppliers will respond, with each supplier spending about 1,040 hours annually on testing recordkeeping (130 production days × 8 hours), for a total annual burden of 35,360 hours and an estimated annual cost of $2,729,438.40.

Mandatory Product Certificate Labeling Details

Manufacturers and importers must place a certificate label on each walk-behind mower showing (1) “Meets CPSC blade safety requirements,” (2) the production lot identification, (3) the name of the person or firm issuing the certificate, (4) the location where the product was principally assembled, and (5) the month and year the product was manufactured. CPSC estimates labeling will take about 130 hours per respondent per year (total 4,420 hours) and cost an estimated $183,827.80 annually across respondents.
