That means low-value imports that used to be duty-free may now be subject to formal or informal entry and possible duties; this affects people who send or receive international goods.
New Duty Rate for Postal Packages
The Executive Order and CBP action establish a new duty rate for international postal packages sent through the international postal network. International mail sent via the postal network that would previously have been de minimis (under $800) will now be subject to that new duty rate.
