FCC Checks If TV Paperwork Is Still a Headache

Published Date: 12/1/2025

Notice

Summary

The FCC is checking in on some paperwork rules that affect TV broadcasters and cable companies. They want to make sure the info they collect is useful and not too much work, especially for small businesses. If you have thoughts, you’ve got until January 30, 2026, to speak up—this could save time and hassle for about 370 businesses.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Carriage Notices Moved Online

The FCC previously modernized carriage election notice rules, moving the process online for most broadcasters and multichannel video programming distributors (MVPDs) in a 2019 Report and Order, and in 2020 it resolved remaining issues and slightly modified obligations for certain small broadcasters and MVPDs. Those online-delivery rules remain in effect.

Paperwork Burden Continues for Broadcasters

The FCC is extending without change an information collection that applies to TV broadcasters and cable companies. It covers 370 respondents and 2,550 responses, takes an estimated 0.5 to 5 hours per response, and totals 2,220 hours of annual paperwork burden; the notice reports no annual dollar cost.

FCC Seeks Input to Reduce Small-Biz Burden

The FCC requests comments on ways to minimize the paperwork burden, including on small business concerns with fewer than 25 employees, and asks that written PRA comments be submitted on or before January 30, 2026. The solicitation specifically requests input on accuracy of burden estimates and ways to reduce burden on small entities.
