ITC Reviews Tariffs on Fluid End Blocks from Four Countries

Published Date: 12/1/2025

Notice

Summary

The U.S. is reviewing special taxes on fluid end blocks imported from China, Germany, India, and Italy to see if removing them would hurt American businesses. Companies involved should send their feedback by December 31, 2025. This review could impact import costs and protect U.S. manufacturers if duties stay in place.

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Five‑Year Duty Review Started

The U.S. International Trade Commission started five-year reviews on December 1, 2025 to decide whether revoking the countervailing and antidumping duty orders on fluid end blocks from China, Germany, India, and Italy (order date January 29, 2021) would likely lead to continued or recurring harm to U.S. producers. The review may result in either continuation or revocation of those orders.

Businesses Must File By December 31

If you are a domestic producer, importer, union/worker group, or trade association with an interest, you must file a response by 5:15 p.m. on December 31, 2025 to be assured of consideration; comments on adequacy may be filed by 5:15 p.m. on February 12, 2026. Filings must be made electronically through the Commission's EDIS system; failure to provide requested information may lead the Commission to draw an adverse inference under Section 776(b) of the Tariff Act.

Data Burden and BPI Access Rules

The Commission estimates public reporting will average 15 hours per response, and any business proprietary information (BPI) submitted may be disclosed to authorized applicants under an administrative protective order (APO) if they apply no later than 21 days after publication of this notice in the Federal Register. The OMB control number for this request is 3117-0016 (expiration June 30, 2026).
