Notice

Summary

If you fish in Alaska’s Bering Sea and Aleutian Islands under certain programs, you’ll pay a small cost recovery fee in 2025. These fees help cover the government’s work managing and protecting fisheries. The fees range from 0% to 1.55%, and payments are due by December 31, 2025.

Analyzed Economic Effects

5 provisions identified: 3 benefits, 2 costs, 0 mixed.

Amendment 80 Fee Set at 1.55%

If you participate in the Amendment 80 cooperative fishery, the 2025 cost recovery fee percentage is 1.55 percent of the program's ex-vessel value. The Amendment 80 cooperative designated representative must calculate fees using the published standard prices and submit payment on or before December 31, 2025; the fee percentage declined from 1.86 percent in 2024 to 1.55 percent in 2025.

CDQ Groups Face 1.19% Fee for 2025

If you are a CDQ group or the designated representative of a CDQ group, the 2025 cost recovery fee percentage for CDQ groundfish and halibut is 1.19 percent of the program's ex-vessel value. Each CDQ group's designated representative must calculate fees using the published standard prices and submit payment on or before December 31, 2025; the fee percentage declined from 1.38 percent in 2024 to 1.19 percent in 2025.

AFA Inshore Cooperatives Fee 0.36%

If you are part of an AFA inshore cooperative that landed Bering Sea pollock, the 2025 cost recovery fee percentage is 0.36 percent of that cooperative's ex-vessel value. Each cooperative's designated representative must calculate fees using the published standard prices and pay on or before December 31, 2025; the fee percentage rose from 0.24 percent in 2024 to 0.36 percent in 2025.

AIP Program Fee Is Zero in 2025

The Aleutian Islands Pollock (AIP) Program has a fee percentage of 0 percent for 2025 because there was no AIP fishery in 2025. The Aleut Corporation (its designated representative for AIP) therefore has no AIP cost recovery fee liability for landings in 2025.

Published Standard Prices Used to Compute Fees

NMFS published standard ex-vessel prices (dollars per pound) for species used to calculate fee liability for 2025 landings. Examples include CDQ halibut $5.99/lb, sablefish fixed gear $1.65/lb and trawl $0.78/lb, Pacific cod fixed gear $0.42/lb and trawl $0.34/lb, pollock $0.15/lb, and rock sole $0.20/lb (Jan–Mar) and $0.21/lb (Apr–Dec). Each landing is multiplied by the appropriate standard price to determine ex-vessel value for fee calculation.
