These include numerous named Russian firms and research institutes designated as operating in the defense sector; U.S. persons cannot transact with these defense-sector entities (examples of issuance dates include February 23, 2024 and May 1, 2024).

The notice lists specific aircraft (for example, tail numbers RF-86898, RF-78757, RF-82011, RF-82041) identified as property in which blocked entities have an interest and specific vessels (for example, ALIREZA 1, BALTIYSKIY-111, SKIF-V) identified as property in which blocked entities have an interest. The aircraft listings were announced on January 11, 2024 and the vessel listings on February 23, 2024, and U.S. persons are prohibited from transacting in such blocked property.
