Published Date: 12/30/2025

Notice

Summary

The U.S. International Trade Commission has ended its investigation into certain plastic container makers from China after they agreed to settle. This means three companies—Sakura, Jinshan, and Jielin—are no longer under investigation, thanks to their consent orders. Now, the Commission is asking for public input on how to handle the next steps, including any penalties or protections, so stay tuned!

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Possible Exclusion Order and 100% Bond Request

The Commission seeks written submissions on remedy for the defaulting respondent Hebei Shijiheng, including whether to issue an exclusion order (which could bar the subject articles from entry into the United States) or a cease-and-desist order. Complainants asked for a bond equal to 100% of the entered value of the infringing articles during the Presidential (U.S. Trade Representative) 60-day review period; if a remedy is ordered, subject articles may enter the United States during that 60-day period only under bond in an amount the Commission determines and the Secretary of the Treasury prescribes.

Investigation Ended for Three Chinese Makers

The U.S. International Trade Commission issued consent orders and terminated the investigation with respect to Shanghai Sakura Plastic Products Co. (Sakura), Shandong Jinshan Jieyuan Container Co. (Jinshan), and Zibo Jielin Plastic Pipe Manufacture Co. (Jielin). The Chief ALJ issued the initial determinations granting termination on December 8, 2025, and the Commission did not review those IDs (Commission vote December 22, 2025).
