Reimbursement Certificate Required — Risk of Double Duties
Importers must file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during the March 1, 2023 through February 29, 2024 period of review. If importers fail to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.

Commerce found that Suzano S.A. dumped uncoated paper during March 1, 2023 through February 29, 2024 and determined a weighted-average dumping margin of 14.42 percent. As a result, Commerce has directed that antidumping duties be assessed on all appropriate U.S. entries covered by this review, effective January 21, 2026.
Cash Deposit Rates Set (14.42% / 27.11%)
For shipments of the subject merchandise entered or withdrawn for consumption on or after January 21, 2026, the cash deposit rate for Suzano will be the rate established in these final results (14.42 percent). The cash deposit rate for all other manufacturers or exporters will continue to be 27.11 percent, and these cash deposit requirements will remain in effect until further notice.
