The Plan would extend the Processor's data and trade dissemination hours to run from 9:00 p.m. ET Sunday through 8:00 p.m. ET Friday, with an hour-long pause each night (8:00 p.m. ET to 9:00 p.m. ET) Monday through Thursday and holiday exceptions. The Operating Committee expects to implement the change in December 2026 once market conditions are met.

How off-hours trades are reported

Trades reported outside 9:30 a.m. ET–4:00 p.m. ET will be designated with a ".T" to show they occurred outside normal hours; such trades will count toward total trade volume for calculating net distributable operating revenue but will not be used to calculate the daily high, low, or last sale. Also, Quote Credits can only be earned in connection with quotations transmitted during Regular Trading Hours.

Daily one-hour refresh pause

The Processor will pause operations from 8:00 p.m. ET to 9:00 p.m. ET Monday through Thursday to allow technical refreshes; the Processor may shorten that pause if technically feasible but must give at least 90 days' notice before reducing the pause. On holidays, the Processor would not operate from 8:00 p.m. ET the day before the holiday through 9:00 p.m. ET on the holiday.

Implementation depends on readiness conditions

Implementation is contingent on specific market conditions, including (1) DTCC offering clearing during the extended hours, (2) Processor changes to symbol directory messages, (3) listing markets supporting those symbol changes, and (4) the Processor being able to disseminate all quotes and trades (including off-exchange) during extended hours. The Participants also requested that the SEC determine whether real-time TRF dissemination outside Regular Hours is a prerequisite.
