Updated Certification Requirements

The Financial Assistance General Representations and Certifications will be updated to align with Department of Justice guidance dated July 29, 2025 and Executive Order 14173 of January 21, 2025. These updates apply to all entities receiving grants, cooperative agreements, loans, insurance, and direct appropriations and will change the statements and certifications those recipients must provide.

Mandatory SAM Registration Rule

If you are a prime recipient of federal financial assistance (not an individual or an excepted Federal awarding agency), you must register in the System for Award Management (SAM) and keep your registration current for as long as you have an active federal award or an application under agency consideration. The collection estimates 222,760 respondents, with each response taking 2.75 hours and total annual burden of 612,590 hours.
