FY2026 SECD Funds Reserved Percentages
For FY2026, USDA will reserve portions of covered program appropriations for Strategic Economic and Community Development (SECD) projects: Community Connect Grants 10%; Community Facilities Loans 10%; Community Facilities Grants 5%; Community Facilities Guaranteed Loans 5%; Water and Waste Disposal Guaranteed Loans 10%; Water and Waste Disposal Direct Loans 5%; Water and Waste Disposal Grants 3%; Rural Business Development Grants 5%. These reserved percentages determine what share of each program's funding is set aside for SECD projects.
Build America, Buy America Applies to Awardees
Non-Federal awardees (States, local governments, Indian tribes, institutions of higher education, and nonprofit organizations) receiving SECD funds must comply with Build America, Buy America Act requirements under Section 70914; requests for waivers must follow USDA's waiver guidance.
Award Obligation Deadlines for Applicants
USDA expects to obligate SECD awards for FY2026 by these dates: on or before June 30, 2026 for Community Facilities and Water and Waste Disposal Loans and Grants; on or before July 31, 2026 for Rural Business Development Grants; and on or before September 30, 2026 for Community Connect Grants. Any reserved funds not obligated by those deadlines will be returned to each program's regular funding account.
Applicants Bear Application Costs
All applicants are responsible for any expenses they incur preparing and submitting SECD applications for FY2026. You must cover your own application costs.
SAM Registration and UEI Required
At the time of application, applicants must have an active System for Award Management (SAM) registration and provide a Unique Entity Identifier (UEI). USDA will not make an award until SAM requirements, including the UEI, are met and maintained while the application or award is active.
