Duke Energy Carolinas, LLC; Belews Creek; Belews Creek Early Site Permit Application

Published Date: 2/9/2026

Notice

Summary

Duke Energy Carolinas has asked the Nuclear Regulatory Commission to approve a site for a future nuclear power plant at Belews Creek. The NRC accepted the application and is opening a chance for the public to request a hearing or get involved by April 10, 2026. This step doesn’t approve a plant yet but clears the way for future plans, with some sensitive info protected and special rules to access it.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

How to Request Access to Sensitive SUNSI

If you need access to Sensitive Unclassified Non-Safeguards Information (SUNSI) to prepare contentions, you must request access by February 19, 2026. The request must identify the licensing action, provide name/address and particularized interest, and explain why public versions aren't sufficient; the NRC staff will decide within 10 days. If granted, access may require a Non-Disclosure Agreement or Protective Order, and any contentions based on SUNSI must be filed within 25 days after receipt of that information.

Early Site Permit Approves Site, Not Design

If the NRC issues an Early Site Permit (ESP) for Belews Creek, Duke Energy Carolinas would be approved for one or more proposed site(s) for a nuclear power facility independent of a specific nuclear plant design or an application for a construction permit or combined license.

File a Hearing Request by April 10, 2026

If your interest may be affected by the Duke Energy Carolinas Belews Creek early site permit application, you may file a request for a hearing or a petition to intervene no later than April 10, 2026 (60 days after publication). State or local governments and Federally recognized Indian Tribes may also file to participate as a party under 10 CFR 2.309(h) within the same 60-day period.
