Annual THIRA/SPR Reporting Continues
FEMA is extending, without change, the annual Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) reporting requirement for the 56 States and territories, urban areas, and Tribes that receive DHS non-disaster preparedness grant funds. The notice estimates 256 respondents, a total annual respondent burden of 88,779 hours, respondent costs of $5,553,127, respondents' operation and maintenance costs of $18,564,156, and a Federal cost of $2,427,319. You can submit comments about the extension by April 13, 2026.
THIRA/SPR Costs Allowable Under Grants
The notice says completing the THIRA and SPR is an allowable expense under the applicable DHS non-disaster preparedness grant awards, so jurisdictions may charge the cost of completing these assessments to those grants. This affects States, territories, urban areas, and Tribes that receive those grant funds.
