Waiver to Delay Weld Corrosion Fixes

Sable Offshore Corp. asked PHMSA for a special permit to be excused from the rule in 49 CFR 195.452(h)(4)(iii)(H) that requires fixing certain longitudinal seam weld corrosion within 180 days of discovery. The requested waiver would apply to two Santa Ynez Pipeline segments (Lines CA-324 and CA-325, including CA-325A and CA-325B) in California and is part of implementing a court Consent Decree following a May 2015 rupture.

Emergency Permit Continues During Review

PHMSA issued Sable an emergency special permit on December 23, 2025, and Sable agreed to keep following the emergency permit's terms and conditions until PHMSA decides on the pending special permit application. PHMSA also preliminarily determined that issuing the requested special permit would not be inconsistent with pipeline safety.
