New Antidumping Duties on Indian Springs

If you import or buy overhead door counterbalance torsion springs from India, antidumping duties will be applied. Commerce will assess antidumping duties on unliquidated entries entered or withdrawn for consumption on or after June 2, 2025 (with specific provisional-period exceptions), and Commerce requires cash deposits equal to the estimated weighted-average dumping margins listed (examples: Alcomex Springs Pvt Ltd and others: 126.14% and 100.45%; All Others: 86.45% and 60.76%).

Countervailing Duties Imposed on Indian Springs

If you import or buy these springs from India, Commerce will assess countervailing duties on unliquidated entries entered or withdrawn for consumption on or after April 3, 2025 (subject to provisional-period exceptions). The estimated countervailable subsidy rates listed in the notice are 172.08% ad valorem for named producers and 172.08% for All Others.

Refunds and Liquidation Windows Specified

Commerce instructs Customs to lift suspension of liquidation and refund cash deposits for certain earlier entry windows: for antidumping, entries on or after March 4, 2025 but before June 2, 2025 will have deposits refunded; for countervailing duties, entries on or after January 3, 2025 but before April 3, 2025 will have deposits refunded. Commerce also directed that entries during the post-provisional periods (AD: entries on or after November 29, 2025 through the day before ITC final publication; CVD: entries after August 1, 2025 through the day before ITC final publication) be liquidated without regard to AD/CVD.

The orders cover helically-wound overhead door counterbalance torsion steel springs (including cones and similar fittings) used for garage doors and other overhead doors. The scope includes springs with coil inside diameters of 15.8 mm up to 304.8 mm, wire diameters of 2.5 mm to 20.4 mm, and lengths of 127 mm or more, and lists included and excluded product types.
