Stalled Constitution Pipeline Seeks Environmental Revival Input

Published Date: 4/8/2026

Notice

Summary

The Federal Energy Regulatory Commission is asking the public for comments on the environmental effects of restarting the Constitution Pipeline and Wright Interconnect Projects in Pennsylvania and New York. These projects, which were approved but never finished, could impact local communities and nature. Your input will help shape the environmental review before any construction moves forward, so now’s the time to speak up!

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Large pipeline construction footprint

Constitution and Iroquois propose building 124.4 miles of 30-inch natural gas pipeline in Susquehanna County, Pennsylvania and Broome, Chenango, Delaware, and Schoharie Counties, New York. Construction would disturb about 1,871.5 acres and the projects would maintain about 761.5 acres permanently after construction.

Compressor station and facility expansions

The Wright Compressor Station would be expanded with an additional 22,000 horsepower of compression, and the projects include two new meter stations, two interconnections, ten communication towers, eleven mainline valves, and a pig launcher/receiver. These aboveground facility additions would be located in the same Pennsylvania and New York project area and could affect people living near those facilities.

Adds regional natural gas transportation capacity

The Projects would provide up to 650,000 dekatherms per day (Dth/d) of additional natural gas transportation capacity to markets in New York and New England. The stated capacity increase is an explicit part of the proposal.

Landowners on mailing list; eminent domain information

The Commission's environmental mailing list includes affected landowners and people who own homes within certain distances of aboveground facilities as potential right-of-way grantors, and FERC makes available a landowner fact sheet that addresses the use of eminent domain and how to participate in Commission proceedings.
