Nonpayment Blocks Quota Transfers/Permits

If a cooperative did not pay its cost recovery fee by August 31, NMFS will disapprove that cooperative's application to transfer Cooperative Quota (CQ) or to issue a CQ permit the following year until the fee is fully paid. NMFS will not issue a CQ permit until full payment is confirmed.

2025 Fee Set at 3% of Catch Value

If you are in the Pacific Cod Trawl Cooperative, the cost recovery fee for 2025 is set at 3 percent of the ex-vessel value of your catch. NMFS capped the fee at 3 percent even though the calculated rate was 3.56 percent.

Payment Deadline: August 31, 2025

Each PCTC cooperative had to submit its 2025 cost recovery fee payment on or before August 31, 2025, and NMFS sends invoices to cooperatives before July 31. Payments were to follow the methods in 50 CFR 679.135(a)(3).

Which Landings Were Charged (A and B Seasons)

For 2025, NMFS applied the fee percentage to each PCTC landing debited from a Cooperative Quota (CQ) allocation made between January 20 and June 10, 2025 (the A and B seasons) to calculate each cooperative's fee liability.

Standard Price Used: $0.25 per Pound

NMFS used a published standard ex-vessel price of $0.25 per pound for Pacific cod to calculate ex-vessel values for 2025; that standard price was published on November 29, 2024. Each landing was multiplied by $0.25 per pound to arrive at its ex-vessel value.
