NOAA Continues A80 Paperwork Rules

NOAA is requesting an extension of the existing information collection that governs applications and transfers under the Alaska Region Amendment 80 (A80) Program. You must provide these applications if you want to obtain or retain A80 quota share, cooperative quota, limited access permits, vessel replacements, or to file appeals; comments on the extension are due by June 9, 2026.

Estimated Time and Cost Burden

NOAA estimates 11 respondents and a total annual burden of 14 hours and $467 in costs for this A80 information collection. Individual estimated times are: 2 hours for most A80 applications (quota share, limited access permit, cooperative quota, transfers, and vessel replacement), 4 hours for an appeals letter, and 5 minutes for the Flatfish Exchange Application.

How You Must Submit Certain Applications

NMFS collects A80 application information mainly by mail, fax, electronic submission through eFISH, or delivery. The Flatfish Exchange Application must be submitted through eFISH, and the Inter-cooperative Transfer Application is submitted online through eFISH but may also be mailed, faxed, or delivered.
