Numident Added to Do Not Pay

Effective April 10, 2026, the Treasury has added the Social Security Administration’s Numident database to the Do Not Pay Working System. Agencies may use Numident to verify names, Social Security numbers, and dates of birth for individuals receiving payments under federal and federally funded state-administered health or income maintenance programs.

Right to Verify and Contest Matches

Treasury requires agencies that use Numident via Do Not Pay to independently verify match results and, where required by law, give individuals an opportunity to contest incorrect results before taking adverse action. The notice cites legal protections and guidance (e.g., 5 U.S.C. 552a(p), 31 U.S.C. 3528) that govern verification and contest procedures.

Privacy and Security Safeguards

Treasury says strong safeguards will protect Numident data, including adherence to the Privacy Act, SSA system requirements, limited need-to-know access, audit logging, secure transmission protocols, mandatory privacy and security training, and compliance with FISMA and NIST standards. These controls apply when Numident is used through the Do Not Pay Working System.

Loan Programs Excluded from Disclosure

The notice states that loan programs are not considered 'income maintenance programs' for disclosure purposes. That means Numident access through Do Not Pay is limited to health and income maintenance programs and does not extend to loan programs for these disclosure rules.
