VA funding fee required before guarantee

If you are getting a VA-guaranteed loan, the VA funding fee must be paid to VA before the loan can be guaranteed and evidence of guaranty is issued. The funding fee is payable on all VA-guaranteed loans, including assumptions, manufactured housing, refinances, and real estate purchase and construction loans.

Lenders must use online VA FFPS

Lenders handling VA-guaranteed loans are required to pay the funding fee using the internet-based VA Funding Fee Payment System (FFPS). The FFPS application calculates the appropriate fee, including any late fees and interest, and lenders may also submit batch payments by uploading an XML file.
