If you are an importer, you must file a certificate regarding the reimbursement of antidumping duties prior to liquidation of entries during the period of review under 19 CFR 351.402(f)(2). If you fail to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
