India Frozen Shrimp Duty Review Rescinded for Certain Non-Importer Firms

Published Date: 4/10/2026

Notice

Summary

The U.S. Department of Commerce started reviewing import duties on frozen shrimp from India for 2024-2025 but decided to stop the review for some companies that didn’t import shrimp during that time. This means only companies with shrimp entries will continue to be checked, keeping things fair and focused. The changes take effect April 10, 2026, and could affect how much duty some companies pay.

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Importers: Certify Reimbursement or Risk Doubled Duties

Importers must file a certificate about reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period, per 19 CFR 351.402(f)(2). If an importer fails to file this certificate, Commerce may assume reimbursement occurred and could assess doubled antidumping duties. This reminder is part of the actions effective April 10, 2026.

Rescinded Reviews: Duties Assessed At Deposit

For the companies listed in Appendix I, Commerce is rescinding the 2024–2025 administrative review because they had no reviewable suspended entries during February 1, 2024 through January 31, 2025. For those companies, U.S. Customs and Border Protection (CBP) will be instructed to assess antidumping duties at rates equal to the cash deposit required at the time of entry. These changes are applicable April 10, 2026.

Some Exporters Remain Under Review

The Department of Commerce will continue the administrative review for the companies listed in Appendix II for the period February 1, 2024 through January 31, 2025. Those companies remain subject to review and possible recalculation of antidumping duties, with actions effective April 10, 2026. This could change how much duty those specific companies ultimately pay for entries in that period.
