New Owner Economic-Status Data for 90% Guarantees

If you apply for an SBA surety bond guarantee, SBA will add fields on Form 994 to collect economic status information for individual owners to help verify eligibility when seeking a ninety percent guarantee under economically disadvantaged status. Form 994 will also add country to address fields and remove certain lawful permanent resident fields to comply with Executive Order 14159.

New Participation Forms for Sureties

If you run a surety bond company or agency, SBA is creating two new forms, SBA Form 900 (Prior Approval Surety Bond Surety Participation Agreement) and SBA Form 901 (Preferred Surety Bond Surety Participation Agreement). The forms only collect the signer’s name, title, signature, and date and are intended to certify participation and enable future streamlining to reduce application submission burdens.

Quick Bond & Bonding-Line Form Changes

If you apply for a Quick Bond or request an SBA bonding line, SBA will add a question on Form 990 asking whether the project includes hazardous materials, asbestos, or timber sales over SBA's allowed amount and will move the Bonding Line Request (previously on Form 994B Part III) into Form 990. SBA will also add an "SBA Approval Number" field (produced by SBA). These changes are meant to let SBA streamline and automate application reviews.

Form Clarifications and Minor Field Edits

SBA is clarifying instructions and wording on multiple forms (SBA Forms 991, 994B, 994H, and others), changing wording such as adding "within last 5 years," replacing "work program" with "total backlog," removing Form 994B Part III (moved to Form 990), and adding an SBA Claim Approval Number (produced by SBA) to Form 994H. SBA states several of these edits do not change the information collected.

Estimated Respondent and Burden Totals

SBA estimates this information collection will involve 3,949 respondents, 36,885 annual responses, and 9,369 annual burden hours. These totals cover small businesses, surety bond companies, and contract owners who use the Surety Bond Guarantee forms.
