Pipeline Firm Seeks to Scrap Unfinished Wyoming Segment Approval

Published Date: 4/13/2026

Notice

Summary

MountainWest Overthrust Pipeline built most of its gas pipeline project in Wyoming but hit a snag finishing one part called the Cabin 31 pig launcher due to land permission delays. Since the rest works fine and delivers full gas capacity, they asked to cancel the approval for that unfinished part for now. This means no extra costs or delays for customers, and they’ll try to finish Cabin 31 later for safety and maintenance.

FERC Ask To Remove Cabin 31 Approval

On March 11, 2026 MountainWest Overthrust asked FERC to vacate the part of its October 17, 2024 certificate that authorizes the Cabin 31 pig launcher. Commission staff authorized the rest of the Westbound Compression Expansion Project to be placed into service on November 13, 2025, and Overthrust reported it can provide the full 325,000 dekatherms per day capacity without Cabin 31. Overthrust says Cabin 31 is auxiliary and it will continue efforts to install it later for future maintenance and safety.

Construction Delay Linked To Land Permissions

Overthrust says it has not begun construction at the Cabin 31 site because it is waiting for a revised right-of-way grant from the Kemmerer Bureau of Land Management and has not reached agreement with a private landowner. These land-permission delays led Overthrust to request vacating the Cabin 31 authorization on March 11, 2026 while the company continues to pursue those permissions for later installation.
