Removal of ADC Rate Category
If you send First‑Class Mail, USPS Marketing Mail, or Periodicals, the USPS proposes to remove ADC/AADC rate categories and replace them with 3‑Digit rates and relabel certain "Mixed" rate names. These classification and rate‑category changes take effect July 12, 2026 and could change what you pay to mail items.
Periodicals Outside‑County Pricing Restructure
Publishers of outside‑county Periodicals would see a simpler pricing setup: bundle and container rates would be eliminated and discounts like SCF Pallet and 5‑digit/Direct Container would be expanded to include Periodicals. These changes are part of the July 12, 2026 proposal and will alter how outside‑county Periodicals are priced and prepared.
Marketing Mail Weight Limits & New HPM
USPS proposes to increase maximum weights for Marketing Mail flats from 16 ounces to 20 ounces (24 ounces for Carrier Route flats) and to create a Heavy Printed Matter (HPM) parcel category with a 15‑pound limit for Commercial/Nonprofit non‑fulfillment pieces. These changes would take effect July 12, 2026.
Discounts Extended to Heavy Printed Matter
The Postal Service proposes to extend 5‑digit/Direct Container and SCF Pallet discounts to Heavy Printed Matter Presorted and Carrier Route parcels; nonpresorted parcels would not be eligible. This means presorted HPM parcels could receive the same container and pallet discounts already used for other mail types.
Barcode Quality Fee for Market‑Dominant Parcels
USPS proposes a package barcode quality noncompliance fee for Market‑Dominant parcels (excluding Periodicals parcels and Heavy Printed Matter) that mirrors the existing fee for Competitive parcels. If your parcel barcodes don't meet the published quality criteria, you could be charged a noncompliance fee after July 12, 2026.
BPM Presorted Pricing Restructured
Bound Printed Matter (BPM) presorted and Carrier Route flats and parcels would move from piece+ pound pricing to piece pricing applied in weight increments from 1 to 15 pounds, based on entry (None/Origin, DSCF, or DDU). This proposed price structure change is part of the July 12, 2026 package.
2027 Promotions and New Discounts
USPS plans a 2027 Promotions Calendar offering postage discounts for mailers that apply special treatments or integrate mobile technology; it also introduces two new promotions, Impact Messaging and Direct Mail Discovery. Participating mailers can receive postage discounts under the planned promotions.
Combine First‑Class Cards and Letters Minimum
Currently you must meet separate 500‑piece minimums for First‑Class Mail cards and letters; the Postal Service proposes allowing any combination of FCM cards and letters that totals 500 pieces to qualify for presort pricing if presented together on the same postage statement. This change is proposed for the July 12, 2026 effective date.
No Bundling for Marketing Mail Flats in Trays
The Postal Service proposes to eliminate bundling for USPS Marketing Mail automation and nonautomation flats prepared in flat trays to align with processing operations. If you prepare Marketing Mail flats in flat trays, you must follow the new preparation rules instead of bundling.
